Working this way means that the cost effectiveness of noise reduction is far from perfect. It can be seen as either a chain with many weak links (fig 1) or a chain which is strong but has many oversized shackles (fig 2). A silent ship requires the chain shown in figure 3 consisting of strong well-designed, adequate techniques that reinforce each other.
